Abstract- Information and communication technology involves
all those kinds of services which receive, manipulate, store,
retrieve and transmit information in digital form [18]. Example
is the personal computers, email, robots and digital television.
In this research, the Authors have proposed a GIS based system
for crime monitoring and information retrieval for Gilgit City.
This web based GIS application provides information and
monitoring facilities in crimes control. This system enables for
retrieval of various analytical information relating to
Geography, report for crime location and indicate crime
occurrence scene, information about Law Enforcement Agencies,
and the services area like educational, health, parking areas,
communication, Banks, community centers, shopping Malls,
NGO office, hostels, Bus and vagan stations and Apartments etc.
The system enables building the maps dynamically at different
levels like Mohallas (Towns) and shows the security cameras
which mounte in different areas. This system also stores the
relevant information in database such as postgresql/postgis and
mapserver and publishes online for public.

I. INTRODUCTION
Information and communication technology is the
usage of information for the need of human or it’s another
purpose is to use of modern technology such as internet,
and telecom, etc
[17]
. However, in an ever-changing world
of Video-phones, mobile computing, blogs, Skype and
OSS (open source software) perhaps; we should no longer
just include the Internet, but leave the definition at
contemporary devices
[15]
.
In Pakistan the law enforcement agencies of big cities
like Karachi, Islamabad and Lahore have recently started
to install surveillance system for crime control, but still
there is an initial stage. The applications of GIS are still in
the way and have to work on it for crime control in
Pakistan; mostly the private organizations are using GIS
for planning the land, environment and Disaster
Management
[5]
. The technologies for the law enforcement
agencies are available today as ever before
[1]
. So the
question is raised that which kind of ICT solution must be
implemented that is right and within the budget of law
enforcement agencies.
Through GIS one can visualize, analyze and explain
the criminal activities in a spatial context, and can draw
physical layout of the area
[1]
. Another very important
point of GIS application is that the area can be divided into
different small cells and layers, which are included raster
and vector data
[3]
. In one of the research, the researcher
has proposed a logical model for the implementation of
GIS in Indian police, the research also indicated the
obstacles, opportunities, and action steps relevant to
application of GIS technology and author also builds
some strategies for its implementation in Indian police
department
[4]
.
In this research, the authors have designed a web
based GIS application for law enforcement agencies,
whose basic theme are to use open source software such
Postgresql/postgis, GIS, Map Server and PHP for Web
based application for crime control in Gilgit city and
prepares the maps for Gilgit city. It also aims to indicate
the various techniques of GIS and mapserver in crime
control, which provides the facility to show raster and
vector data of Gilgit City (Main roads, Link roads,
Settlement areas, towns (Mohallas), Entertainment
areas
[19]
, and other important areas), and helps the police
department to view crime data from database and monitor
the important security areas anytime anywhere. This study
will be very helpful to Police department for patrolling
and hotspots
[21]
.
The rest of the paper is as following; in section two
authors describe the methodology used, section three
consists on proposed system model, section four includes
result and discussion and the last section includes the
conclusion.
II. METHODOLOGIES
A. Data Acquisition Methodology
GIS data is being divided into two groups, spatial and
attribute or non spatial
[22]
, so different methods are being
used for obtaining the data.
Acquisition of Spatial Data
It was obtained from GPS and Google Earth for Gilgit
City boundary, roads etc.
Acquisition of Attribute and non Spatial Data
The attribute data were directly obtained from field.
The town (Mohalla), Settlement and roads attributes such
as name, address and purpose were directly obtained from
site. This process was done by personally visit to site with
paper map of Gilgit city taken from Google Earth through
which we identify individual plots on the paper map in the
