A principle component analysis identified two components in the general beliefs about teaching: (1) constructivism and (2) traditionalism, and three components in perceptions of the teaching and learning of mathematics: (1) toolbox, (2) process, and (3) system. Teachers’ beliefs proved to correlate with their self-reported teaching practices, and differences between teachers from Estonian speaking and Russian speaking schools were identified. Keywords: constructivist approach, instructional practices, mathematics teachers’ beliefs, traditionalist approach.
