Gümüşhane Üniversitesi Sosyal Bilimler Enstitüsü Cilt 7 Sayı 18 Yıl 2016 166 TÜRKİYE'DE SİYASET-SENDİKA İLİŞKİSİ AÇISINDAN TÜRK-İŞ: BAYRAM MERAL VE SALİH KILIÇ DÖNEMİ Özcan SEZER 1 Hüseyin ÇAVUŞOĞLU 2 ÖZ Bayram Meral ve Salih Kılıç’ın Türk-İş Başkanlığı döneminde, siyaset-Türk-İş ilişkisinin ortaya konulmaya çalışıldığı bu çalışmada, siyaset-sendika arasındaki ilişkinin tek taraflı değil çift taraflı bir özelliğinin olduğu görülmektedir. Bu ilişkiye siyaset perspektifinden bakıldığında siyasal partilerin, özellikle seçimlerde sendikalar gibi önemli bir oy potansiyeline sahip grupların desteğini göz önünde bulundurdukları söylenebilir. Bunun yanı sıra siyasal partiler, bu grupları kontrolleri altında tutup, kendilerine yönelik bir muhalefet odağı haline gelmemeleri için mücadele ederler. Hem Bayram Meral’in hem de Salih Kılıç’ın başkanlık dönemlerinde, siyasal partilerin Türk-İş’in hem yönetim kurulu listelerine hem de genel kurulda yaşanan başkanlık yarışına etkileri olduğu görülmektedir. Sendikalar açısından ise öncelik, üyelerinin çıkarlarının korunmasındadır. Daha sonra ise siyaset arenasında yer almak, kendi gruplarının çıkarlarını savunmak, onları temsil etmek gelmektedir. Her iki dönemde de sendika kökenli isimlerin parti meclisleri, genel-yerel seçimler için partilere aday olarak önerildiği ve TBMM’ye girdikleri görülmektedir. TURK-IS IN TERMS OF RELATIONSHIP OF POLITICS WITH UNION IN TURKEY: ERA OF BAYRAM MERAL AND SALIH KILIÇ ABSTRACT It has been seen in the present study in which relationship between politics and Turk-Is has been discussed during presidency of Bayram Meral and Salih Kiliç that the relationship between politics and union had bidirectional, not one-sided feature. Considering this relationship from the political perspective, we may claim that the political parties take into account the supply from the groups with significant vote potential such as the labor unions. Additionally, the political parties try to keep these groups under their control and thus to prevent them from being an opposition focus. It was seen that during presidency periods of both Bayram Meral and Salih Kiliç, the political parties became influential in list of managerial board as well as race of presidency in general assembly of Turk-Is. From the perspective of the unions, priority is protecting benefits of their members followed by playing role in the political arena, to protect benefits of their groups, and representing them. It was seen during both periods that persons from the union were nominated for party assemblies and were suggested as candidate to the parties for general and local elections and entered Turkish Grand National Assembly.
