Thus, emergency plans for damaged urban areas in these countries are very important to provide necessary services for citizens and for displaced people. Military operations have destroyed a large number of houses in affected areas thus the people who lost their properties they need urgent solutions. The decision making tools of geographic information system (GIS) is necessary to find effective geospatial solutions for the mentioned problems. This study develops suitability site maps based on fuzzy logic for development of urban areas in Al-Anbar region, Iraq. The methodology of this research consists of several steps. First a geo-database containing six thematic layers, land use, road, power line, water treatment plant, and topography. After that, several factors were derived in GIS that contribute to the site selection of development of urban areas. Second, these factors were reclassified based on their importance for the targeted goal. Then, the reclassified factors were converted into membership functions represented by a continuous raster ranged from 0 to 1. Finally, the factors were overlaid by the fuzzy logic algorithm to produce the suitability map for the study area. The produced suitability maps can help decision makers to take effective and rapid actions to cure the crises of shifted people. INTRODUCTION Many people in Middle East displaced from their cities and villages looking for safer cities because of the current conflicts, (i.e. displaced people from Fallujah city). Those people are living in (bad camps, abandoned buildings) they are suffering from the bad Humanitarian situation. The Potential problem is a large number of those people lost their houses in the conflict, after the end of this crisis, rebuilding and restoration operations may need a plenty of time, in this case the government will need an urgent solution for affected people, The Spatial solutions are important facilities to find urgent solutions . The suitability considered as the main application in these facilities, so, finding a suitable location for displaced people requires a high accuracy, multi-criteria process and reliability in the resulting maps in order to be relevant for decision making and the design of disaster management or Emergency plans. GIS solution based on Go-data modeling with Decision making support systems are generally used in different spatial problems in literature Chen et al (1) used GIS modeling to determine priority areas for a bushfire risk in Sydney, Rashed and Weeks (2) develop a model based on ordered weighted averaging ( OWA ) to assess vulnerability to earthquake risk for Los Angeles , Levy (3) Using GIS application with analytic network process (ANP) to Decision support systems for flood risk management for Yangtze River , Sinha et al (4 ) developed GIS model using Analytic Hierarchy Process (AHP ) system for Earthquake risk assessment in Delhi region Knezic and Mladineo (5) proposed a method based on GIS data and preference ranking organization method for enrichment evaluation (PROMETHEE ) In Priority setting in humanitarian mine-action for Croatia , the most recent study deals with refugee crisis is belong to Cihan Çetinkaya et al [6] developed a model contains 19 criteria resulted alternatives sites based on criterion based on each criterion and calculated their weight values using the fuzzy logic for experts’ judgments , these study resulted thematic layer ranking suitable locations for refugee camps in Turkey , the most recent study deals with refugee crisis is belong to Cihan Çetinkaya et al [6] developed a model contains 19 criteria resulted alternatives sites based on criterion based on each criterion and vector data, calculated their weight values using the fuzzy logic for experts’ judgments these study
