ABSTRACT
The development of Trans Sumatera Toll Road is experiencing problems with the
financial gap. The land lease scheme was proposed in the study as an alternative
funding model. The study focused on land lease policy development on toll road
projects. The study consisted of three research questions. The data was collected
through in-depth interviews conducted in two stages. The data analysis method used
for this research is Soft System Methodology (SSM). The results of the research
conclude that it is necessary to establish a Government Regulation (PP) on land lease
funding, supported by a functional and institutional transformation of State Asset
Management Institution (LMAN) in managing land lease funding.
