0.1 Introduction
Much has been written about the need for the human resource development (HRD)
purpose to become more responsible and measure its involvement. In concentrate, to
make sure that the task of HRD is a business partner in the organization, two things
must be in place: (1) HRD must be incorporated into particular strategic and
operational framework of the organization; (2) There must be a wide-ranging
measurement and evaluation process to detain the contribution of HRD.
The training and development of employees is beginning to be a progressively more
important and essential of human resource management. The changing rapidly of
technology and business environment necessary every organization should invest into
training for employees to generate and keep advantages of business. Although each
member of the organization not only needs to learn to adjust any changing inside the
organization and the environment but also have a reason to develop career in order to
add more for the organization and has a improved life for themselves. (Geber, B.
(1995).
