CHAPTER ONE INTRODUCTION 1.1 Background of the Study Corruption is a big problem of the society. It has become a serious threat to the world. It is a social evil having pervasive nature. To give perfect and permanent definition is not easy by cause of its extensive and developed form. So that many countries have not wanted to limit it is extensive and developed form by giving single definition. Corruption is that an extensive word so to give its definition is hard and complex job. Corruption is a kind of organized crime against the society, nation, and mass people. Corruption is showing as a new and new form with the fast development of transportation, communication, information, economic change in the world corruption is committing as an organized style, and its network is spread more than one country so effort of control of the corruption is not sufficient for the only one country. A worldwide effort is needed for the control of the corruption. With the advent of technology and science, the trends of crime in the world also increased rapidly. However, corruption being often defined as “white collar crime” has shaped its form with the newer versions of political and legal system. Systems in the world began to rise for the benefit o f people with the very moral philosophies and political thoughts, but within the same system, the rampant corruption has put the people into peril by jeopardizing the rights of the people and also through the abuse of powers. Corruption originates whether in the mind of human beings or in society, it is not answered until now. People say ‘corruption is in the mind of people, so the best way to alleviate corruption is to make people better or to make a society of good people, but I don’t believe in this statement because society is responsible for making people bad or food. Corruption is contextual and the activities somewhere defined as corruption cannot be compulsorily ‘corruption’ in other jurisdiction so, it cannot be defined in a words. The moral values of the administrative officials are often defined in very strict nature but practically it is so reverse that even a minor morality is not seen in many instances. In this sense, corruption has its various shapes and sizes and various methods. 1
