LARAH GRACE FERMILL, MM December 9, 2017 GB 305 – Administrative Policy Dr. Cherrylyn Cabrera Curfew Ordinance of the City of Davao (Ordinance No. 000084-71) Policy Research Paper Introduction The city ordinance on curfew for minors has been implemented in the city since 2013. The purpose of the ordinance is to reduce the chance of minors of being placed in conflict with the law or be victimized by criminal elements who prey on the innocent young. The highlights of the ordinance include that minors 18 years old and below are prohibited from loitering around the city between 10:00 PM and 5:00 AM without the company of parents or guardians of legal age. Parents of unescorted minors during the curfew period will be arrested. The ordinance has been strictly enforced and are really intended to protect public interest stating that it is not a punitive action against the minors or the children, rather intended as a social action to promote welfare. This is to make sure that children are in their homes safe. These juvenile laws are uncommon to western countries as well. These laws are enacted by Davao City Local Government Unit with the goals of maintenance of social order and prevention of juvenile crime.
