This study identifies in detail the groups which can be classified as asnaf riqah as outlined by the scholars. The date obtained from the officers in the Social Welfare Department was analysed qualitatively in order to identify the criteria of asnaf riqab within the context of current reality. The findings show that there are eligible groups to be categorized as asnaf ar-riqah which are elder neglect victims, child abuse victims, children involved with crime and domestic violence victims. INTRODUCTION The position of zakat as the third pillar of Islam after the syahadah and five-day prayer has given a profound picture of its importance to Muslims. Development of the ummah is one of the main agenda in Islam which must be supported by all parties. It is different compared to other worships (ibadah) other than zakat. Those who complete the zakat are reckoned as those who are truly brothers in Islam as in the word of Allah SWT in surah al-Taubah: “But if the repent and establish prayer, and give zakat, then they are your brothers in religion” Surah al-Taubah 9:11
