Abstrak
Tujuan dari penelitian ini adalah (1) menganalisis model faktual pemantauan pelaksanaan delapan SNP
yang dilakukan pengawas sekolah, (2) Menghasilkan dan menganalisis model pemantauan pelaksanaan
SNP berbantuan sistem informasi pengawas sekolah, dan (3) Menganalisis kelayakan model pemantauan
pelaksanaan SNP berbantuan sistem informasi pengawas sekolah spada SMA di Kabupaten Manggarai
Barat. Metode yang digunakan pada penelitian ini adalah R&D meliputi tahap pendahuluan,
pengembangan dan pengujian. Sumber data dalam penelitian ini adalah pengawas sekolah dan kepala
sekolah. Intrumen pengumpulan data adalah pedoman wawancara, panduan penelusuran dokumen,
lembar validasi. Teknik pengumpulan data adalah wawancara, penelusuran dokumen, Delphi exercise, dan
angket tertutup. Teknik analisis data dengan model interaktif, analisis kuantitatif dan deskriptif kualitatif.
Hasil penelitian 1) tahap pendahuluan berupa model faktual pemantauan SNP, 2) tahap pengembangan
berupa model hipotetik yaitu model konseptual yang telah divalidasi oleh ahli dan praktisi, dan 3) model
final pada tahap pengujian berupa model pemantauan pelaksanaan SNP berbantuan sistem informasi
pengawas sekolah. Kesimpulan penelitian ini adalah model pemantauan pelaksanaan SNP berbantuan
sistem informasi pengawas sekolah sangat praktis untuk digunakan pengawas sekolah. Disarankan kepada
para pengawas sekolah dan kepala sekolah di Kabupaten Manggarai Barat untuk menggunakan model ini
agar proses memantauan pelaksanaan pemenuhan SNP secara efektif dan efisien demi peningkatan mutu
pendidikan
Abstract
The objectives of this research were: (1) to analyze the factual model of monitoring the implementation of
eight SNPs by the school supervisor, (2) to produce and analyze the monitoring model of SNP
implementation assisted by school supervisory information system, and (3) to analyze the feasibility of
monitoring model of SNP implementation assisted school supervisory information system at High School
in West Manggarai Regency. The method used in this research was R & D included preliminary stage,
development and testing. Sources of data in this study were school supervisors and principals. Intruments
of data collection were interview guides, document search guides and validation sheets. Data collection
techniques were interviews, document tracking, Delphi exercise, and closed questionnaires. Data analysis
techniques used interactive models, quantitative analysis and qualitative descriptive. The results of research
showed: 1) the preliminary stage was the factual model of SNP monitoring, 2) the development stage in the
form of hypothetical model that was conceptual model that has been validated by expert and practitioner,
and 3) the final model in the testing phase was a monitoring model of the SNP implementation assisted by
school supervisory information system. The conclusion of this research was that Monitoring Model for
Implementation of National Education Standards (SNP) Assisted by School Supervisoyr Information
System was very practical to be used by school supervisor. It is suggested that school supervisors and school
principals in West Manggarai Regency use this model so that the process of monitoring SNP
implementation can be run effectively and efficiently in order to improve the quality of education.
