Siswono Universitas Negeri Surabaya, Surabaya, Indonesia ABSTRACT: The aims this research are produce the learning media named Flying Shoot Decimal (FSD) to 5st students in learning decimal, and to describe the affectivity its media. This development research is doing twenty eight student samples on 5st class. Method data collect are observee and interview. Data analyzed with qualitative descriptive and inferential statistic use t-test. Results research is validity of decimal learning media FSD 65% is good of tool and product decimal learning media; practicality decimal learning media FSD 84% is Excellent of user’s response; affectivity decimal learning media FSD is there for students in learning media is pointed out with mean average outcome cognitive value 60 to 87. T-test results in pre-test - post-test after use decimal learning media FSD and use not for 5st students elementary school is 0,865>0,05 within signification is 0.05 (5%). Results gain score showed is 0,68. Its mean this is increasee on cognitive value. 1. INTRODUCTION Mathematics is study systematically about calculation and numbers, logical naturals related to numbers, quantitative facts, problems, forms and rooms, structures, logical, and knowledge with tight orders (Soedjadi,2000:11). In this learn of mathematics require serious and high enthusiasm, because relating to do comprehend of concepts, natural existence and also trouble-shooting.
