The aggressive behavior towards members of Civil Service Police Unit of Surabaya is for the sake of repairing itself but its action harms the others. The reaction of the recipient toward the actions of members of the Civil Service Police Unit of Surabaya is the feeling of being hurt, humiliated, and the unfulfilling of the desired goal. The emotion of the member of Civil Service Police Unit of Surabaya tend to explode and be uncontrolled when they are annoyed. This may cause an aggressive behavior. One way to reduce the aggressive behavior is the emotional maturity. Researchers tested Emotional Maturity and conformity with Aggressive Behavior Members Civil Service Police Unit of Surabaya. The respondents of this research are 200 members of the Civil Service Police Unit of Surabaya. Based on the test results of Kendall's tau with -0.829 coefficient correlation, it showed that there is no significant negative relationship between emotional maturity and aggressive behavior member Civil Service Police Unit of Surabaya. The higher the emotional maturity of Civil Service Surabaya City, the lower the aggressive behavior that is done. It is found in this study that conformity is not followed by the lower aggressive behavior of the members of Civil Service Police Unit of Surabaya. Many risks are always faced by Civil Service Police Unit of Surabaya when carrying out a key element in implementing in the field. Baron (2005) states that aggressive behavior is a behavior that is directed to the goal of harming other living beings who want to avoid this kind of treatment. Aggressive behavior that appears gives a negative impression to the public that members of the Civil Service Police Unit of Surabaya, as the main actors, show harshness in executing its task force.
