EVALUATING THE PROGRAM EFFECTIVENES IN IMPLEMENTING DSWD KALAHI CIDDS NATIONAL COMMUNITY DRIVEN DEVELOPMENT PROGRAM IN THE MUNICIPALITY OF TALISAY, CAMARINES NORTE I. INTRODUCTION DSWD KC-NCDDP in partnership with LGUs shall implement Community Driven Development to draw in and enable broader-based citizens' participation in different communities, in taking local actions for reduction of poverty. The participation of citizens will be promoted through (a) enabling citizens in communities to take part in choosing their priorities for development, and implementing these with the assistance of CDD facilitators; and (b) the government and partners extending technical services support and access to funding for projects and activities. The goal of this evaluation is to determine the effectiveness of implementing a National Community Driven Development Program in empowering communities to achieved improved access to basic services and to participate in more inclusive local planning, budgeting, implementation and disaster risk reduction and management in the Municipality of Talisay. This evaluation will investigate components of NCDDP that are performing optimally and should be expanded and replicated in future initiatives. In addition, this evaluation will determine the funding and technical support needs for the localization of Community Driven Development (CDD). II. PROGRAM DESCRIPTION The DSWD KALAHI CIDDS National Community Driven Development Program (KC-NCDDP) The DSWD has selected various municipalities to participate in the program. One of these municipalities is Talisay, Camarines Norte. They are selected based on the Philippine National Statistics Coordination Board Report on 2013 that poverty incidence among these municipalities is dropped to only 27.19% from the 28.8% national average in 2006. They are also considered as vulnerable to a range of hazards. According to a World Bank Study in 2005, over 70% of the population are exposed to two or more hazards. Criteria for Targeting of Municipalities The municipal eligibility criteria for the KC-NCDDP are as follows: i. All previous KALAHI-CIDSS municipalities participating in or committed under KALAHI-CIDSS-1, KALAHI-CIDSS Additional Financing, or KALAHI- CIDSS MCC, which have not yet received four cycles of Barangay Grants financing;
