By way of language learning that is carried out in a planned manner in the world of education, the interaction between teacher and student occurs. For that learning Indonesian language must be directed at communicating activities. This activity will be able to take place if the requirements are met. The requirements in question are speakers (who speak), speakers (who are invited to talk), topics (things discussed), situations (circumstances when speaking), background (where communication takes place), and facilities (communication tools) are met. In order for language learning to be carried out maximally by following the applicable language rules, each teacher needs to conduct an analysis of the language elements used in each basic competency. Language elements used in language learning include types of pedagogical grammar. Leech (in Odlin, 1994: 17) states that pedagogical grammar is a grammar made for the interests of learners. Pedagogic competence in this research is limited to learning design skills, the implementation of educational learning and logic, and evaluation of learning outcomes because operationally these three capabilities are components of learning management. When language competencies are targeted, the teachers focus more on four aspects of language skills, namely listening, reading, speaking, and writing. Children's language is based on psychological, physical and physiological developing basis as a form of communication. A child does not have another satisfying device to achieve his needs. this device is only to achieve self-expression namely language, and language is an important role for interaction and to control society. Children, trying to overcome the demands of growth, find themselves in an atmosphere of mere communication. Keywords: Communication, Basic Competence, Pedagogic
