CHAPTER I THE PROBLEM Introduction The Philippines is prone to all kinds of natural hazards because of its geographical location and physical environment. Common hazards associated with these are heavy rains, strong winds, strong surge, flood and landslide (DepEd DRRM Manual, 2008). It can occur anytime and anywhere, even you’re at school there’s always a possible to happen. Although the categories and causes of disasters may differ, their impacts are common; therefore, a disaster plan should address disaster impacts. By law, the Office of Civil Defense formulates and implements the NDRRMP and ensures that the physical framework, social, economic and environmental plans of communities, cities, municipalities and provinces are consistent with such plan. Education is only one of children’s rights that the Department has to provide, but is also a key to ensure the full realization of many other important constitutionally protected political, economic and social rights. DepEd (Department of Education) implement DRRM in every schools (DepEd Order No. 50, s. 2011). Disaster Risk Reduction and Management (DRRM) is the systematic process of using administrative directives, organizations and operational skills and capacities to implement strategies, policies and improved coping capacities in order to lessen the adverse impacts of hazard and possibility of disaster. (Republic Act 10121, 2010, May 27); Integration of DRR Education in School Curricula at the secondary and Tertiary Leves, NSTP, Sangguniang Kabataan. Mandatory Training on DRR for Public Sector Employees including formal and non-formal vocational, indigenous learning and out-of - school youth courses and programs (sec.13). Disaster preparedness is defined as actions that ensure resources necessary to carry out an effective response are available before a disaster.
