Makale gönderim tarihi: 30.10.2017 Makale kabul tarihi: 03.05.2018 Çağdaş Yerel Yönetimler Dergisi, Cilt 27, Sayı 3, Temmuz 2018, s. 45-65 Yerel Siyasetin ‘A Priori’ Sınırları Üstüne Kuramsal Bir Tartışma Tolgahan AYDINER * Öz: Yerel siyaset çalışmalarında ana akım olarak nitelendirebilecek çoğulcu yaklaşımlar, yönetim ve siyaseti birbirlerinden ayrı alanlar görerek yerel yönetimleri yerel düzeyde en önemli fail olarak konumlandırmaktadır. Böylece çoğulcu yaklaşımlarca yerel düzeyde gücün elde edilmesi ve yönlendirilmesi yerel siyasetin odağını oluşturmaktadır. Fakat bu odak güç kavramına yaptığı göndermeyle yerel yönetimlere kerameti kendinden menkul bir anlam yüklemektedir. Bu anlamda yerel yönetimlere kural koyucu bir rol verilmekte ve yerel siyasetin kuramsal sınırı yerel yönetimlerin aşkın rolleriyle şekillenmektedir. Bu durumu sınırlandırıcı bulan bu çalışma söz konusu sınırları devletin yeniden ölçeklenme- si, glokalleşme ve yeni kentsel siyaset tartışmalarıyla aşmaya çalışmıştır. Anahtar Kelimeler: Yerel yönetimler, devletin yeniden ölçeklenmesi, yeni kentsel siyaset, çoğulcu yaklaşımlar, glokalleşme A Theoretical Discussion On Local Politics’ ‘A Priori’ Borders Abstract: The pluralist approaches –the mainstream account in the local politics studies- which relies on separation of polity and politics put the local governments as the most important agent at the local level. Thus, in the context of pluralist approaches, the acqu- isition and orientation of power at the local level constitutes the focus of local politics. However, this focal point gives a self-imposed meaning to the local governments in the concept of power. In this sense, a rule-making role is given to the local governments and the theoretical limit of local politics is shaped by the overarching role of those agents. This study tries to overcome the mentioned borders with state rescaling, glocalization and new urban politics debates.
