Recebido 3 decastro_errol@yahoo.com.ph, CN: 0925 -8068352 Sorsogon State College School of Graduate Studies 1 Sorsogon State College Teacher Education Department 2 Sorsogon Philippine Information Agency 3 ABSTRACT The PNP is the prime agency of the government that is mandated to enforce the law, prevent and control crimes, maintain peace and order, and ensure public safety and internal security with the active support of the community. This descriptive-survey method of research determined the sectoral perceptions and feedbacks on the Pulis Kasanggayahan performance in the delivery of programs and services, public trust, respect, and public safety and security in Sorsogon Province during the CY 2017 using the validated survey-questionnaire. The 400 respondents identified through multi-stage sampling design among the purposively selected 13 sectors in the Province. Sorsogueños perceived that the Pulis Kasanggayahan performed well their duties and responsibilities in the implementation of the programs against any forms of criminalities in the province of Sorsogon. It was revealed that public trust rating is significantly related to the public safety and security in the province. The PNP personnel at the northern part of the province got high favorable rating form the respondents on their performance of duties as compared to the southern part of Sorsogon. The judiciary sector, parents, and business sector provided the lowest net trust rating on PNP campaign against criminality. The Sorsogueños of different sectors positively expressed their commitment of support to the Pulis Kasanggayahan in their campaign against criminality such as illegal drugs, terrorism, riding in tandem, and illegal gambling. The Pulis Kasanggayahan may continue to work closely with the different sectors in the community in the smooth implementation of its programs and projects. Keywords: Pulis Kasanggayahan, Criminality, Sectoral Commitment of Support, Sorsogueños, Community Survey Introduction Article II, Section 4 of the 1987 Philippine Constitution clearly states that “the prime duty of the Government is to serve and protect the people.” The state is therefore mandated to maintain peace and order and promote the general welfare of the public. It is through this principle that the Philippine National Police was created. The Philippine National Police (PNP) was established in 1990 through Republic Act 6975 entitled “An Act Establishing the Philippine National Police under a reorganized Department of the Interior and Local Government and Other Purposes” as amended by RA 8551 also known as the “Philippine National Police Reform and Reorganization Act of 1998” and further amended by RA 9708 in 2009. The PNP is the prime agency of the government that is mandated to enforce the law, prevent and control crimes, maintain peace and order, and ensure public safety and internal security with the active support of the community. The following are the functions of the PNP: (1) law enforcement; (2) maintain peace and order; (3) prevent and investigate crimes and bring offenders to justice; (4) exercise the vested powers from the Philippine Constitution and pertinent laws; (5) detain an arrested person for a period not beyond what is prescribed by law; (6) implement pertinent laws and regulations on firearms and explosives control; and (7) supervise and control the training and operations of security agencies. The PNP has implemented several programs to achieve these functions as reflected in their 2016 Annual Report. They forged partnerships with different government and private institutions, non- government organizations, and other socio-civic organizations to strengthen community’s active participation in crime prevention and public safety programs, projects, and activities.
