This also can give a prediction toward other parallel developing country such Sri-Lanka, Vietnam, Malaysia, Thailand and other developing country of how the E-Commerce in these regions can be assimilated with the culture that perceive among the ASEAN body. INTRODUCTION E-commerce is widely being used in nowadays generation where the business entrepreneur from small to large institution, has widely taken advantage on the internet to promote their business and deliver information about their product. Indonesia is one archipelago country with nearly 242.3 million of population and with geography of 17,000 islands around the mainland and Jakarta is the most populated province. Furthermore, Indonesia is one of the South East Asia country that contribute a small percentage of its Gross Domestic Product and ICT implementation. It has a position as a lower middle income class [1] and come out as the fourth largest population in the world. Consequently, the government has been determined to increase the country productivity, by burst business industry into a large competition by inviting foreign investor and directing the government project into developing [2] and expanding the Information Technology (IT) infrastructure in order to achieve their growth with a goal to allocate at least 10% of $12 trillion in total investment from 2011 until 2030. [3] The political aspect in Indonesia has gone a wide of changes in the few years before [4]. The economic crisis has mainly impact the factor of delay in preceding the IT infrastructure, even for the commercial legal system, the regulation are bonded with the Continental European Civil Law Tradition of Dutch civil law for Indonesia Civil Codes. This influencing the legal right concerning the e-commerce especially in e-signature, and legal protection of legal data stored in the electronic system of government and private bodies, had become the biggest attention of telecommunication society in Indonesia.
