1 CONCEPT PAPER STUDENT CRIME PREVENTION COUNCIL (SCPC) IN PANPACIFIC UNIVERSITY NORTH PHILIPPINES (PUNP)-TAYUG CAMPUS, PANGASINAN Introducon In response to alarming occurrences of incidents of crimes, misdemeanors, and other forms of disciplinary infracons commied by a significant number of youths in schools and campuses, especially in instuons of higher learning , the CHED mandated Memorandum Order No. 42 series of 2005, which laid down the foundaons of the “Implemenng guidelines for the creaon of student crime prevenon councils in all colleges and universies” A Memorandum of Agreement was signed and among the Department of Interior and Locfal government (DILG), Departmrent of Educaon (DepEd) and Commission on Higher Educaon (CHED) enjoins all colleges and universies to oganize Student Crime Prevenon Councils (SPSCs) and provide full support to the crime prevenon campaign of the government. Department Order 101, s. 1994, iniated the creaon of the SCPC in all instuons of learning. It was only in 2005 that CHED issued CMO No. 42 to restate such creaon on all HEIs based on pernent provisions of the Republic Act No. 7722 and the mandate of the Constuon of protecng the Right of Children against all forms of neglect, abuse, cruelty, exploitaon and other condions prejudicial to their development. Therefore, with all these legal bases, a pilot Student Crime Prevenon Council SCPC is created, strengthened and deployed in the PUNP Tayug Campus by a consorum of parcipang major stakeholders which include PANGASINAN PUBLIC SAFETY COMPANY TECHNICAL WORKING GROUP, PANPACIFIC UNIVERSITY NORTH PHILIPPINES (PUNP)-TAYUG CAMPUS INC, MUNICIPALITY OF TAYUG and the SUPREME STUDENT COUNCIL OF PUNP. The SCPC was organized based on the premise that a well informed, highly movated, dedicated, mobilized studentry empowered/endowed with police authority is a potent defense against criminality and a deterrent to lawlessness in the campus. The SCPC is the studentry’s body tasked in dealing with issues regarding criminality, security, conflict resoluon and other public safety related-concerns in the campus. The vigorous parcipaon of school leaders in this effort is crucial because of their affiliaon and influence to the youth not to be involved in crimes. The police departments from the surrounding community and the studentry must work cohesively together to provide parcipants with the knowledge, skills, and resources to lead crime prevenon services for their campus and the surrounding community. Project Descripon This project is a special non profit project proposal that calls for the formaon of SCPC in PUNP Tayug Campus to funcon as a quasi police staon as part of a capablity building measure in enhancing the PNPs university/ campus-wide an crime drive.
