Evaluation of Rural Development Planning Muhammad Subandi Faculty of Social and Political Science, Kutai Kartanegara Tenggarong University msubandi@unikarta.ac.id Musriadi Faculty of Social and Political Science, Kutai Kartanegara Tenggarong University idarisum1977@gmail.com Abstract This research aims to determine the suitability of the process stages of planning in the Medium Term Development Plan for Rural/RPJMDes and Village Government Work Plan/RKPDes that have been implemented by the village of Muara Kaman Sido Mukti Kutai regency stages by Permendagri No.114/2014 on Guidelines for Rural Development, This research uses descriptive qualitative evaluation approach, data collection techniques through documentation study and interviews, as well as using data analysis techniques using data reduction, data presentation, and conclusion, The research concluded that not all process stages of planning have been implemented by the village government either in the preparation or RKPDes-RPJMDes. Of the seven stages in the preparation RPJMDes, only done five process stages, the first stage (Formation Development Team), the fourth stage (Deliberation Village/Musdes), the fifth stage (Drafting RPJMDes), sixth phase (Development Planning Village/Musrenbangdes) and the seventh stage (Determination RPJMDes), while for the second stage (alignment of the District Development Planning Policy Direction), and the third phase (Assessment circumstances Village) is not implemented. Then from 8 stages in the preparation RKPDes only done six stages, the first stage (Musdes), the second stage (Formation Development Team), the fifth stage (Drafting RKPDes), sixth phase (Musrenbangdes) seventh stage (Determination RKPDes), and the eighth stage (Submission of Proposal List RKPDes/DU-RKPDes), whereas for the third stage (observation of indicative village ceilings and Harmonization Program/activity that go into the village), and the fourth stage (revisiting the RPJMDes) does not implement. In the first period of President Joko Widodo also has a strong commitment associated with development programs in NAWACITA namely: Indonesia build from rural areas by strengthening local and village within the framework of unity (Bappenas, 2017), Through the priority program has provided strategic opportunities especially for the sustainability of the village. To strengthen the presence of the village has also passed UU No. 6/2014 on the village main base village development efforts. For the implementation of the development in the village by what is expected, it is very important to have a plan as he advised. Rural development planning guidelines have been set by Permendagri No. 114/2014 on Guidelines for Rural Development.
