Abstract—The outbreak of Novel Coronavirus (COVID-19) has brought a heavy blow to the world. Therefore, it is very important
to study the development process of epidemics, which can provide useful materials for subsequent research. But up till now, few
studies have summarized the whole development process, including some typical studies. Our work reviews some important
events since the emergence of the first unknown pneumonia in December. In the first part, we studied the spread and
development of COVID-19 from a macro perspective. In the second part, we focus on the specific processes and control measures
of different countries, and select the four most representative countries, namely China, the United States, the United Kingdom
and Italy. By these explanations of the spread process and national countermeasures of COVID-19, we can clearly understand the
development of this epidemic.

I. INTRODUCTION
t the end of 2019, a virus broke out in China. In less than
two months, the virus had spread all over the world.
Temporarily, the whole world seems to be out of work. The
epidemic situation was caused by a novel coronavirus named
COVID-19. Before that, there had been a great number of
infectious diseases caused by viruses, bacteria, parasites and so
on, making the world suffer a lot. However, only COVID-19
emerged as a major public health emergency with the fastest
spreading speed, the widest range of infection and the greatest
difficulty in prevention and control. As the main battlefield of
global epidemic prevention and control, China had done its
utmost to prevent and avoid the spreading of the epidemic.
Even so, the global epidemic situation had become worse and
worse, and there were urgent needs to medical supplies in most
countries. The WHO Director-General Tedros Adhanom
Ghebreyesus said that COVID-19 was closer to causing a
pandemic [1].
People around the world are deeply affected by the
epidemic. First of all, a comprehensive outbreak in many
countries will cause tens of millions of people to be infected.
COVID-19 is destined to be a big disaster [2]. People in many
countries are in need of living materials to survive the epidemic,
resulting in a shortage of living resources. At the same time, the
shortage of medical supplies also makes people panic. The
masks, protective clothing and other resources of most
countries are badly needed [3]. And in the USA, personal
treatment costs tens of thousands of dollars. What’s worse, the
world economy is suffering from a huge crisis. Unemployment
rate is rising [4], prices are rising, production is falling and
almost every people need to stay at home. The global economy
is hard to recover in a short time. Take the Tokyo Olympic
Games as an example. It has become the first modern Olympic
Games in history to be postponed because of the epidemic [5].
This delay will not only cause heavy losses to Japan, but also
cost IOC hundreds of millions of dollars.
COVID-19 attacks humans with unprecedented scale and
intensity. We are all witnesses of the epidemic. The crisis is
changing the world, and countries are facing historic challenges
to manage the crisis and build the future. Now every country
in the world has taken positive measures,including postpone
or cancel gathering activities, formulate the management
regulations during the epidemic, suspend classes and schools,
etc. Let's take a look at the responses of countries around the
world under the epidemic situation.
II. GLOBAL SITUATION OVERVIEW
A. Global Situation
Now COVID-19 has spread all over the world. In this part,
we will comb the history of COVID-19 in the world. The onset
time of first unknown pneumonia patient was presumed to be
on December 1, 2019, in Wuhan, China [6]. On January 5, 2020,
there were 59 new cases in China, after which a large-scale
outbreak occurred in China.
