Abstract: This paper aims to define public-private partnerships (PPPs) that are
considered as a major approach in delivering public infrastructure projects in
recent years. The paper analyses PPPs in Southeastern Europe, particularly in
Croatia, describing the projects that have been achieved and the efforts of
governments to promote the PPPs as alternative means of funding and bearing
into consideration the formulation of the theoretical framework of PPP. The
paper concludes that although the need for infrastructural projects in Croatia is
huge, however the number of projects proposed are confined, according the
Agency for PPPs for the approved PPP projects

Biographical notes: Theodore Metaxas received his PhD in Urban Studies and
Development from the University of Thessaly, Greece and two Masters in
Regional Development and Business Administration from the University of
Thessaly and Kingston University, UK. He is currently an Assistant Professor
in the Economics Department of the University of Thessaly, Greece. He has
published articles in Business History, Resources Policy, Evolutionary and
Institutional Economics Review, European Planning Studies, Journal of
Contemporary European Studies, International Journal of Environment and
Sustainable Development, etc.
Elisavet Preza is Economist and Regional Planner. She is currently a PhD
researcher at the Department of Planning and Regional Development,
University of Thessaly, Greece. Her main research interests concerns regional
development and policy making, PPPs especially in South Europe.
