Denetim sadece bürokrasinin iyi ve etkili işleyişini değil aynı zamanda bireylerin haklarını korumayı da amaçlar. Türk denetim sisteminin sorunları hep gündemde olmasına karşın bir türlü çözüm getirilememiştir. Türkiye’de yolsuzluk algılamasının halen çok yüksek olması Türk kamu denetim siste- minin reform ihtiyacını daha da acil kılmaktadır. Bu çalışma içerisinde denetim birimleri arasında koordinasyonu sağlamak ve denetimle ilgili ilke, usul ve esasları belirlemek üzere bir Denetim Koordinasyon Üst Kurulu oluşturulması önerilmektedir. Anahtar Kelimeler: Denetim, Yolsuzluk, Denetim Koordinasyon Üst Kurulu ABSTRACT A New Breath In Turkish Inspection System: The Supreme Board Of Inspection The compatibility, coherence and effectiveness of the goals achieved in an public/ private organization can only be obtained by inspection. Inspection’s purpose is not only a well-functioning and effective bureacracy but also is the protection of individuals’ rights. The challenges of Turkish Inspection System have not been solved yet in spite of being a popular topic on the agenda. The high ratio of the perception of corruption requires the immediate reform of Turkish inspection system. Within this study, it is offered to form a Supreme Board of Inspection to coordinate all the inspection boards and to determine the methods and principles of inspection.
