Nur Jalal Jurusan Ilmu Administrasi Negara- Fisip-Unmus Email, nurjalal@unmus.ac.id Abstract State Cross-Border Post (PLBN), is an area that has a function as an exit and entry of border crossers between regions of the country which is equipped with various supporting facilities to provide integrated services to border crossers who will enter and exit. the purpose of this study is to describe how the Border Crosser Surveillance at the Sota Border Immigration Office in Merauke Regency. The research method used is a descriptive qualitative technique to explain how Border Crosser Surveillance Office at Sota Border Immigration of Merauke Regency regulations that have been applied by the Indonesian government so far have not been fully implemented for the process of law enforcement in border areas. the supervision of border crossers in the Sota border region which is handled by the Immigration and CIQS teams so far has not been carried out thoroughly with the rules and regulations that have been made by the Indonesian government in accordance with statutory regulations, basically rules and regulations made by the government for Immigration violations that have been carried out but not fully applied in the border area for law enforcement, but are still balanced with other aspects, namely the background of familial relations as well as equality of customs and culture, culture that is so still maintained in the midst of life across borders between the two countries and also traditional rights that are still maintained, the apparatus assigned in the field also cannot take firm steps in enforcing the law so that the form of action for border crossers is still balanced by traditional law and also the background of the second persuasive aspect the country. PENDAHULUAN Pos Lintas Batas Negara (PLBN), merupakan area yang mempunyai fungsi sebagai pintu keluar dan masuknya pelintas batas antar wilayah negara yang dilengkapi dengan berbagai fasilitas pendukung untuk memberikan pelayanan terpadu kepada pelintas batas yang akan masuk dan juga keluar, CIQS, Bea Cukai (Customs), Imigrasi (Immigration), Balai Karantina (Quarantine), dan Keamanan (Security) (CIQS) sebagai pelaksana fungsi pemerintah di pintu masuk negara untuk menjaga keamanan bangsa dan negara dalam bidang Kesehatan, Keimigrasian dan Kepabeanan. Kondisi ideal pos lintas batas yaitu merupakan area pelayanan terpadu pelintas batas yang di dalamnya harus terdapat pos-pos pemeriksaan, Pos Lintas Batas terdiri dari dua bentuk lembaga yaitu, Pos Lintas Batas Internasional dan Pos Lintas Batas Tradisional, untuk Pos Lintas Batas Internasional adalah tempat pemeriksaan lintas batas bagi pemegang paspor dan pemegang identitas pas lintas batas, selain itu untuk Pos Lintas Batas Tradisional adalah tempat untuk pemeriksaan lintas batas.
