Rani Department of Civil Engineering Muhammadiyah Aceh University Banda Aceh, 23245, Indonesia hafnidar.ar@teknik.unmuha.ac.id , nidarrani@yahoo.com Abstract Road infrastructure is one of strategic elements in supporting the development beside it can accelerate the activity flow, economic and facilitate community mobility inter region. Simeulue has problems in infrastructure development which is not spread evenly in every area. The areas’ gap (regional disparity) inter areas in Simeulue can be felt very much, some main obstacles encountered in the road constructions in Simeulue district such as the wide areas that have to be handled, and community centers scattered, the distribution of population and economic resources which are not spread evenly and community low income. These obstacles cause the need of effective policy and planning in the road constructions in Simeulue District. The ring road segments in Simeulue District has 310 km of total length that spread in five (5) sub districts and divided into seven (7) road sections. For the road constructions, it is required a method for the right decisions making in order to help policy makers in determining the priority according to the needs and benefits that involving all stakeholders. Based on these results using Analytical Hierarchy Process (AHP) method, it is obtained that the main priority for Simeulue Ring Road Construction is Lugu Sibahak – Sangiran Road. This result is different from the Director General of Highways’ decision that choose road constructions of Nasrehe - Alafan and Lewak Hulu - Lhok Makmur - Sangiran as the main priorities and the constructions will be carried out at the end of 2015. Keywords Infrastructure development, ring road, regional disparity. Biography Hafnidar A. Rani was born in Aceh on March 14 th , 1970. She graduated her Bachelor Degree from Syiah Kuala University as a Civil Engineer in 1995. Then she continued her Master Program in Management Magister of Syiah Kuala University and graduated in 2000. She commenced her doctoral program in Construction Project Management of Universiti Utara Malaysia in 2006 and graduated the program in 2012. After receiving her bachelor degree, she became the Civil Engineering lecturer and teaching in Muhammadyah Aceh University. Her subjects are Construction Management, Project Management, Research Methodology, Statistic and Probability, Engineering Economic, and Value Engineering. Dr. Hafnidar has been in her current position as the Dean of Engineering Faculty in Muhammadyah Aceh University since 2016. She is actively conducting the researches especially in the last 5 years and also participating in seminar and conferences both national and international. In 2012, she also conducted the research for the community dedication which tittle was Techniques for Earthquake Resistant House Construction in Coastal Areas. She is also active as the keynote speaker in the seminar both national and international and as the reviewer of some Civil Engineering Journals.
