325 COMMUNITY BASED TOURISM IN SEKAPUK, UJUNGPANGKAH, SOVEREIGNTY AND INDEPENDENCY EFFORT IN EMPOWERING LOCAL ECONOMY Achmad Room Fitrianto*) Lecturer and researcher in UIN Sunan Ampel Surabaya ABSTRACT The emergence of creative economy concept has changed the model of regional development. In the case of Sekapuk Village, its combine between the creativity of the community in respond to post limestone mining area and increasing their welfare. Community-Based Tourism (CBT) enterprises have play significantly in drive rural development strategy. In the context of village sovereignty and independency in empowering local economy, CBT enterprises is the back bone of the village administration in overcome various challenges faces. The present paper explores stakeholder perceptions towards the prospective shape and structure of CBT enterprise and village administration network in gathering support for developing their local tourist attraction owned. A partial Sustainability Livelihood Framework employ in this research. The fieldwork show that the dynamic cooperation between CBT enterprise and village administration in generating venture capital from the community. By adopting sharing economy concept, CBT enterprise and village administration introduce TAPLUS (Tabungan Plus- Saving and investment program). TAPLUS encourage local communities to participate by investing their money to develop their village as a tourist destination. Not Only that, in supporting the development of tourist attraction area, CBT enterprise also provide soft loan for women single parent that just applying 9% interest rate annually for starting business in supporting tourist attraction. There are two factors that influence the success of a CBT network, first It’s rely on an authoritative funding body and second rely on communications between managers and stakeholders. The development of the limestone post mining area in Sekapuk is the evidence. The community social construction, economy potencies and community perspective are needed in maintains a balance of power in conducting sovereignty and independency effort in empowering local economy. Keywords: Community Based Tourism, Sovereignty and independency development, Community empowerment, Limestone Post mining area PENDAHULUAN Moscardo (2008), Ruiz-Ballesteros dan Hernández-Ramírez (2010) melihat Communinity Based Tourism sebagai model pengembangan komunitas yang bisa memaksimalkan manfaat social ekonomi dari object wisata yang ditawarkan dan mampu meminimalkan dampak Lingkungan. Pendapat ini juga melihat sebagai upaya penguatan komunitas melalui pengembangan pariwisata secara effectif dan berkelanjutan (Stronza, 2008). Namun demikian usaha usaha penguatan komunitas ini memiliki beberapa kelemahan seperti kurang bisa memaksimalkan profitabilitas, pemasaran dan distribusi yang lemah (Beaumont dan Dredge, 2010; Blackstock, 2005; Goodwin dan Santilli, 2009).Lebih lanjut, Buckley (2013), Liu (2003), McKercher dan Prideaux (2014) melihat adanya hubungan yang paradox antara pengembangan pariwisata dengan kontribusi ekonomi, social-budaya dan Lingkungan. Lebih lanjut Britton (1983), Gibson (2010), Hollinshead (2004), Mowforth dan Munt (2008) menunjukkan adanya bukti kekurang signifikanan hubungan kesejahteraan masyarakat local dengan pengembangan pariwisata. Hal ini senada dengan umumnya yang terjadi di areal pengembangan wisata yang melibatkan investor dari luar masyarakat, dimana masyarakat hanya berperan sebagai pelengkap penderita dari dunia industry pariwisata yang digalakkan. Kondisi ini terlihat dari sebagain besar warga local hanya berperan sebagai pedagang kecil souvenir ataupun sebagai pekerja lepas di sector maintenance dan kebersihan. Sedangkan dari sisi manajerial dan sector kreatif lainnya banyak dikerjakan oleh para pendatang. Namun demikian paper ini berusaha menunjukkan hubungan positif pengelolaan pariwisata berbasis komunitas yang memanfaatkan lokasi bekas penambangan sebagai object andalan.
