The Agricultural Sector is a Pillar of Economic Growth during the Covid-19 Pandemic After the Ratification of the Omnibus Law Job Creation in Indonesia Abdul Karim Doctoral Student in Economic Program Universitas Negeri Makassar, Indonesia e-Mail: abdul.karim8284@gmail.com / abdul_karim@stieamkop.ac.id Abstract: The decline in national economic growth in the first quarter of 2020 experienced a decline in domestic demand. Household consumption was recorded at 2.84%, much lower than the performance in the fourth quarter of 2019 of 4.97%. Investment also grew at a slower rate of 1.7%, mainly influenced by slower construction investment. The Government's stimulus-response was through Government consumption, which grew by 3.74% in response to slowing domestic demand. Net exports contributed positively, influenced by exports which grew by 0.24% and imports which registered a contraction of 2.19%. In terms of the business field, the economic slowdown is mainly driven by slowing activities in the trade and accommodation provision business fields as well as transportation and warehousing business fields due to reduced community mobility as a result of the implementation of measures to mitigate Covid-19. In addition, the performance of the agricultural business sector declined due to unfavorable weather developments. Key words: Agriculture, Economic Growth, Covid-19, Omnibus Law 1. Introduction Since the beginning of the Covid-19 pandemic, the Indonesian Ministry of Agriculture has launched various programs, even now the agricultural sector is claimed to be the main support for the national economy. The agricultural sector is one of the sectors not affected by Covid-19 pandemic. While a number of other sectors experienced a decline in growth in the national economy to 4.19 percent. The agricultural sector has actually experienced positive growth and has even become a savior and a driving force for the national economy. (Biro Humas dan Infomasi Publik Kementan RI, 2020). In the second quarter of 2020, the agricultural sector's Gross Domestic Product became the highest contributor to Indonesia's national economic growth with achievement of 16.24 percent. The increase in the Gross Domestic Product of the agricultural sector in the first and second quarters of 2020 indicates a positive impact on the upstream, downstream, and even agricultural support services. (BPS RI, 2020). The assistance of seeds, fertilizers, agricultural machinery, funding facilities for People's Business Credit, agricultural insurance, and large-scale technology assistance is being carried out by the ministry of agriculture, (Karim, A. 2020). The performance of the agricultural sector in the third and fourth quarters of 2020 continued to show its existence and contributed positively to national economic growth. A number of strategies have also been prepared, including expanding market access through the development of farmer shops and partnership efforts, building a main food buffer stock in the regions, the substitution of staple foods with local food, anticipating drought, increasing the smoothness of food distribution, strengthening exports, strengthening deficit areas and home gardens and horticulture, as well as the manufacture of food barns from village to provincial levels (Darmi, T. 2016).
