The settlement of industrial relations disputes according to Law Number 2 Year 2004 on Industrial Relations Dispute Settlement there are two ways: dispute settlement through industrial relations court (litigation) and outside industrial relations court (nonliteracy), including Bipartic, Mediation, Conciliation and / or Arbitase. The purpose of this research is to know the mediation mechanism in solving industrial relations dispute problem (PHK problem) and to analyze the efforts made by Manpower Office of Madiun City in settling industrial relations disputes (laid off problem). The research method used is normative research. The results of research and discussion indicate that the mechanism of dispute settlement of industrial relations (laid off problem) through mediation conducted by mediator of Manpower Office of Madiun based on Law Number 2 Year 2004 concerning Industrial Relations Dispute Settlement and Law Number 13 Year 2003 About Manpower. The efforts made by the Manpower Office of Madiun City to address industrial relations disputes (laid off problems) are among others preventive actions such as coaching activities, counseling and sosisaliasi to entrepreneurs, employees and related parties.
