One of the efforts made to realize the vision and mission is by improving the quality of the performance of the instructor or instructor. This is because to improve the quality of human beings is certainly not apart from the quality of teaching the instructors in producing the results of quality education. Regarding the performance of the instructor, this instructor's performance appraisal is needed within the internal quality assurance framework in the form of feedback for instructors and institutional leaders. Based on this, it is necessary a decision support system in assessing lecturers in the field of teaching within the Institute of Aviation Education. One of the methods used in Decision Support System is the Preference Rank Method of Organization Method for Enrichment Evaluation (Promethee). Where the application of promethee method will give results in the form of ranking in the process of appraisal performance of instructors, especially in the field of teaching within the Institute of Aviation. From the comparison result shown in table 7, the result of manual accuracy and with the lowest software 85% and the highest accuracy is 90%. From the test results either with manual or software can be generated a decent ranking to get the best Instructor performance assessment in the field of aviation. INTRODUCTION To produce the expected human resources, the Instructor is the main educator in the teaching of aviation education and training institutions. One of the factors influencing the success of LPP Aviation is the commitment and performance of the structures. Nevertheless, evaluation is equally important, which can provide feedback on whether the students are satisfied with the contents of training programs or training meteri, how to teach, how to convey the knowledge and so forth. It is not an easy thing for an instructor to satisfy all the participants, it is conceivable that in a training class, the number of participants reaches 30 people or even more participants, the instructor is required to act effectively and efficiently so that all material can be absorbed and all students satisfied with the way it transfers the entire contents of the material [1]. An instructor is required to play the role of a trainer, coach, teacher, facilitator, entertainer, storyteller or perhaps even a motivator. Improving the quality of teachers in the education process is very important in producing quality student output and achieve the vision and mission of educational institutions. In order to achieve these objectives, a number of breakthrough steps are needed to maximize the role of instructors in carrying out their duties and responsibilities: educating, teaching, guiding, directing, evaluating and evaluating the students [7]. One way that can be done is to impose a performance appraisal system of instructors that can motivate teachers to improve the quality of work. One method that can be used to evaluate the performance of faculty is Promethee because this method can be used to determine the decisions of various criteria (multi criteria) and can calculate the matrix of the questionnaire data and use the eigenvalues and veigen values used to determine the rank or priority of each respectively [8] [9] [10]. There are 4 criteria used in the performance evaluation of faculty members namely pedadodic competence, professional, personality and social. Based on the above it is necessary a system that can evaluate the performance of instructors in improving the professionalism of the flight education and training institutions. The purpose of this study is to determine the priority of instructors who have performance more effectively and efficiently. Criteria with larger numbers will potentially be greater [1] II. LITERATURE REVIEW Promethee is a method of determining the order (priority) in multicriteria analysis. The key issues are simplicity, clarity, and stability. The alleged predominance of the criteria used in Promethee is the use of value in outranking relationships. This method includes a fairly simple ranking method in concepts and applications compared to other methods for multicriteria analysis. For each criterion, the preference function translates the differences between two alternatives into degrees of preference ranging from zero to one. The structure of the Promethee preference is based on pairwise comparisons. The smaller the value of the deviation the smaller the preference value, the greater the deviation the greater the preference. In order to facilitate the selection of certain preference functions, Brans and Vincke, proposed six basic types to be shown in Table 2 [10-13].
