Ekonomik açıdan yaşamsal öneme sahip olan turizm için öncelikli şartlardan biri de güvenliktir. Yapılan çalışmalar da emniyet ve güvenliğin, destinasyon seçiminde ve destinasyonda huzurlu bir tatil yapılması konusunda giderek önemi artan bir faktör olduğunu göstermektedir. Artık turizm sektöründe fiyat ve kaliteden hemen sonra emniyet ve güvenlik aranmaktadır. Aslında emniyet ve güvenlik bir ülkenin seyahat ve turizm endüstrisindeki rekabetini belirleyen en kritik faktörlerden biridir. Bu bağlamda herhangi bir turizm destinasyonun başarı ve başarısızlığı ziyaretçilerine emniyetli ve güvenli bir çevre sunmasına bağlıdır. Geleneksel 3S yani Sea, Sun, Sand (deniz, güneş, kum) turizm sloganını, 4S yani Sea, Sun, Sand ve Security (güvenlik) şeklinde yeniden formüle etmek gerekmektedir. Gelecekte turizmi pazarlayacak olan da emniyet ve güvenlik olacaktır. Bu çalışmanın amacı, “Tanrı misafiri” kavramından yola çıkılarak turizm emniyeti ve güvenliği konusu ve bu alanda nelerin yapılabileceğini ele almaktır. Diğer bir anlatımla bu bildirinin amacı, dünyanın en çok tercih edilen turizm destinasyonlarından biri olma yolunda turizmde güvenlik konusuna dikkat çekmektir. Bu çerçevede bildiride kavramsal çerçeveden sonra turizm ve güvenlik ilişkisine değinilmiştir. Daha sonra ise turizmde algılanan temel risk faktörleri ve Türkiye’de turizmde güvenliğin sağlanması konuları ele alınmıştır. Anahtar Kelimeler: turizm, güvenlik, emniyet, risk faktörleri, turizm güvenliği Abstract The great contributions provided by tourism to the country’s economy make this sector extremely sensitive and important. One of the prerequisites for tourism that is a vital economic importance is security. Studies made on tourism also indicate that safety and security is a factor of growing importance in chooosing the destination and having a peaceful holiday at destinations. Now, safety and security is being sought immediately after the price and quality in the tourism industry. In fact, safety and security is one of the most critical factors that determines the competitiveness of a country’s travel and tourism industry. In this context, the success and failure of any tourism destinations depends largely on delivering a safe and a secure environment for its visitors. Therefore, it is necessary to reformulate the traditional tourism slogan of 3S that is Sea, Sun, Sand, as 4S, namely Sea, Sun, Sand and Security. Safety and security will sell the tourism in the future. The aim of this paper is to discuss the issue of tourism safety and security and what can be done in this area taking the concept of “Guests of God” into consideration. In other words, this paper is important in drawing attention to security issues in tourism with an aim of becoming one of world’s most preferred tourism destinations. In this regard, the relationship beetween tourism and security has been referred to after the conceptual framework present in this paper. Then, the main risk factors perceived in tourism and issues for ensuring the security in tourism in Turkey are discussed. Keywords: tourism, security, safety, risk factors, tourism security 1. Giriş Ülke ekonomileri ve yerel ekonomilere önemli katkılar sağlayan bir sektör olma özelliğine sahip olan turizm sektörüne ilgi, her geçen gün artmaktadır. Turizmin ülke ekonomilerine sağladığı büyük katkılar, bu sektörü son derece hassas ve önemli kılmaktadır. Bu yüzden küreselleşmenin giderek arttığı bir dünyada destinasyonlar, turizm sektöründe başarılı olmak için oldukça çaba sarf etmektedir. Günümüzde güvenlik ve turizm güvenliği, turizmde rekabetçi üstünlük sağlanması açısından destinasyonlar için giderek önem kazanan bir alan haline gelmiştir. Ekonomik açıdan yaşamsal öneme sahip olan turizm için öncelikli şartlardan biri de güvenliktir. Bu nedenle, turizm sektöründe emniyet ve güvenlik konusuna olan ilgi giderek artmaktadır. Yapılan çalışmalar da emniyet ve güvenliğin, destinasyon seçiminde ve destinasyonda huzurlu bir tatil yapılması konusunda giderek önemi artan bir faktör olduğunu göstermektedir. Artık turizm sektöründe fiyat ve kaliteden hemen sonra emniyet ve güvenlik aranmaktadır.
