Inicialmente são delineadas as características básicas do Estado de Bem-Estar nos países ricos, com indicação de quatro grandes períodos na sua evolução. A evolução do welfare state brasileiro é apresentada também em quatro períodos, com similitudes e especifcidades entre a trajetória nacional e a dos países ri- cos. Indicadores sociais são utilizados para aferir em que medida o quadro nacional de bem-estar se aproxima do quadro interna- cional. Os resultados apontam que o padrão de welfare state brasileiro confgurou-se no seu momento inaugural com base no mo- delo bismarckiano, passando a um modelo com características mais universalistas após a Constituição de 1988, alcançando o pata- mar mais elevado no período do desenvol- vimentismo social dos governos de centro- -esquerda, processo interrompido em 2016 com uma guinada neoliberal que levou à retração dos avanços em curso. O método é histórico crítico e a técnica de pesquisa é bibliográfca. Abstract: Te text outlines the general evolution of the welfare state in Brazil between 1930 and 2018, and its stress by the forces in fa- vor of the minimal state. Initially, the basic characteristics of the welfare state in rich countries are described, with an indication of four major periods in its evolution. Te evolution of the Brazilian welfare state is also presented in four periods, in which si- milarities and specifcities between the na- tional trajectory and that of rich countries stand out. Social indicators are used to as- sess the extent to which the national wel- fare framework is close to the international one. Te results show that Brazil’s welfare state pattern was confgured at its inaugural moment based on the Bismarckian model, moving to a model with more universalist characteristics after the 1988 Constitution, reaching the highest level in the period of social developmentalism of center-left go- vernments, a process interrupted in 2016 with a neoliberal turn that led to the retrac- tion of current advances. Te method is cri- tical historical and the research technique is bibliographic.
