ASPECTOS CONSTITUCIONAIS E INSTITUCIONAIS DA INTERAÇÃO ENTRE EXECUTIVO/LEGISLATIVO NO PROCESSO DE TOMADA DE DECISÃO EM POLÍTICA EXTERNA NO CHILE CONSTITUTIONAL AND INSTITUTIONAL ASPECTS OF EXECUTIVE/LEGISLATIVE INTERACTION IN FOREIGN POLICY DECISION-MAKING PROCESS IN CHILE Bruno Pasquarelli 1 Resumo: A política externa é uma política pública, tanto em seu desenho, quanto em sua formulação e em sua gestão, sendo executada frente à uma ampla gama de atores estatais, instituições governamentais e não governamentais. Entretanto, diferentemente de uma política pública comum, a política externa corresponde a todas as ações projetadas dentro de um Estado e que desdobram no meio externo; ademais, não está circunscrita ao plano internacional, mas também a variáveis de natureza endógena e com fatores internos, tais como o regime político, os processos decisórios e a liderança. Desta maneira, o artigo objetiva destacar o funcionamento do processo decisório, a tramitação de projetos de lei, e as relações entre Executivo e Legislativo no presidencialismo chileno em matérias de política externa, evidenciando como as instituições políticas influenciam na tomada de decisão de políticas públicas. Para tanto, serão observados documentos formais e informais, considerando aspectos institucionais, constitucionais e regimentais. Abstract: Foreign policy is a public policy, both in its design, formulation and management, running forward to a wide range of state actors, governmental and non governmental institutions. However, unlike a common public policy, foreign policy matches all actions designed within a state which unfold in the external environment; moreover, is not confined to the international level, but also the endogenous nature of variables and internal factors such as the political regime, the decision making process and the leadership. Thus, the article aims to highlight the operation of the decision-making process, the processing of bills, and the relationship between the Executive and Legislative in Chilean presidentialism in matters of foreign policy, showing how political institutions influence the decision making of public policy.
