A research hypothesis was proposed to guide the study. The population was made up of all the Librarians and Library Officers numbering fifty-six in all College of Education in the Eastern Nigeria. The survey research design was used for the study, b indings of the study revealed that organizing resources was intensively practised. The result of the hypothesis test conducted indicated that there is no significant relationship between organizing resources and users' services. In order to improve users' services in the libraries, it was recommended that ('allege Librarians should pay unflinching attention to administrative practices. Keywords: Organizing Resources, Users' Services, Library Introduction: The National Commission lor Colleges of Education (NCCE) sees the need for the library and insists on its guidelines for the running of libraries in Colleges of Education. They opined that every such institution (College of Education) must mandatorily have a library. It states that there shall normally be one central college library except for multi campus colleges. I lie library shall have the status of an academic department. All academic libraries perform common functions to support the course of their parent institutions. Such functions range from the collection of appropriate materials, organization and preservation of same, the dissemination of the information to all aspects of library administration. These functions do not complete the list; rather they are the primary ones as they serve to illustrate the fact that most of the functions of the library are closely related to the major purposes of the institution. The library is largely linked to the teaching programme of the institution as it encourages and promotes independent study among the users. The library is a teaching instrument in itself. Piatt (1972) explained that it instructs students or users in a variety of fields of knowledge for their personal cultivation and consequent vocation; but in addition, it has to prepare them L> impart in their turn similar knowledge at an appropriate level lo others. Simply put, the library is a teacher that prepares and trains students for their future teaching or other careers. It is an indispensable source of information in the academic system that make learning library - centred instead of the traditional teacher-centred learning process.
