AN ANALYSIS ON HOW CITIZENSHIP EDUCATION IS LOCATED IN THE PRESENT K TO 12 SOCIAL STUDIES CURRICULUM IN THE PHILIPPINES “K-12 Program will paved the way for an ever brighter future for young Filipinos by equipping them with basic education up to international standards.” - Benigno Aquino III Gulfnews report K-12 curriculum is adopted to the Philippines due to the enactment of the Republic Act 10533 also known as Enhanced Basic Education Act of 2013. The K-12 Basic Education Program aims to provide every Filipino child with the education he needs to compete in a global context. This aim leads to the revision of the old curriculum ̶ its curriculum guide, textbooks, and manuals. For us to see changes in the present curriculum (K-12), let us take a close look at one of the subjects present in it ̶ Social Studies. The National Curriculum Standards for Social Studies mentioned that social studies demand inclusion of civics ideals and practices as one of the ten themes of social studies. The goal of this paper is to analyze the weight where citizenship education in the K-12 Curriculum in the Philippines located. Among the twelve grades, this paper focuses on grade ten Social Studies because it described the broader concept of civics and citizenship towards a diplomatic and progressive Philippines. In the K-12 Basic education curriculum, it says that from first to twelfth grade, the content and performance standard are anchored in seven themes and the fourth theme is rights, responsibilities, and citizenship. Furthermore, Social studies in the new curriculum is designed to exercise the creativity, critical thinking, decision making, research, historical skills, and communication skills (K-12 Social Studies curriculum guide, pp. 3). Kaplan (2006) as cited by Delos Reyes mentioned that the task of producing citizenship has fallen on universal education, a central feature of modern state formation. Countries featured citizenship education within their schools not only to boost their constituent's knowledge towards their policies and guideline but also to inculcate a nationalistic and progressive mindset to their constituents. The idea of citizenship in grade ten is reinforced by the curriculum guide and its competencies. The aforesaid guide in Social Studies 10 in the K-12 curriculum highlights the content standard and performance standard which gives emphasis on the importance of civic welfare and engagement, citizenship education, and political socialization. It is also supported in the second part of the content such as civic engagement and political socialization (K-12 Social Studies curriculum guide, pp.224-240). Analyzing the K-12 (R.A.10533) curriculum includes its comparison to the Revised Basic Education Curriculum (E.O. No. 46) which was previously used. In the previous curriculum, the emphasis is on helping the learner to be a successful reader, therefore, social studies is more on reading and knowledge rather than socialization and application. The old and the present curriculum both enhanced critical thinking and nationalism.
