Dallimore Northeastern University Tis systematic review of liter- ature from 1999 through 2019 utilizes the PRISMA proto- col to examine foster parent recruitment. Recruitment bar- riers for both foster parents and child welfare agencies are identifed. Te characteristics of foster parents, including motivational factors, emerged as a theme. General strate- gies were identifed as means for child welfare agencies to increase recruitment of new foster parents. Additionally, targeted recruitment strategies for identifying and efectively engaging foster parents from particular populations are included.
