Innovation is considered essential for efficiency and survival. As there was hardly anything reported in Indian context that too for government R&D Sector, this analysis was taken up in a government laboratory in India with an aim to study prevailing environment in the lab for innovation and also to help the laboratory to improve the project management efficiency, expansion, to combat probable international competition, technology readiness for future, talent retention, long term sustainability , quality etc. In other words this paper explores the role of organizational climate in nurturing innovation & linked performance in Government Research & Development Laboratory. As per the study, a specific organizational climate is essential even for R&D Institution to foster innovation. The present research paper describes the organizational climate defined by unique combination of sixteen determinants required for technological innovation in a government run R&D institution in India. This innovation climate model is proposed based on literature review both for organizational climate determinants and also for measure of innovation. Out of the factors compiled from the literature, the final sixteen determinants were decided based on survey amongst the scientists, project leaders and experts. This study is a three dimensional analysis of innovation as other than the theoretical model, the study is also supported by a few innovation markers of the laboratory like number of research papers published, collaboration with academics, training etc. and also real time case studies emerged from comparative analysis of a few system development projects & technologies developed by the laboratory under study in recent times. Case studies have validated that various identified determinants have vital role in organizations climate for innovation. Introduction Most of the organizations today combat a dynamic environment, accordingly, organization needs to be more innovative than before to compete, to survive, to grow, to lead and to succeed (Gunusluoglu, 2009). To be successful, change is must (Vazifeh, 2011) and govt. R&D laboratories are no exception to it. R&D employees are considered to be more innovative than others. Additionally, the organizations are continually under competitive pressures and are forced to re- evaluate & consider innovations. Innovation has always been essential for the organizations‟ long- term survival & growth and currently play even more crucial role in the future to follow the rapid pace of evolution (Vijande, 2007). Innovation (Lone, 2011) is considered essential for efficiency and survival (Jansen, 2004). Commercial companies consider innovation as the key to improve profit and market. Governments emphasize innovation in their attempts to create a competitive economy (Baer and Frese, 2003) and the European Union places innovation at the heart of its ten year strategy known as Europe 2020 (European Commission, 2011).
