SEJARAH DAN PELAKSANAAN OTONOMI DAERAH Oleh : Meli Lestari Jurusan Ilmu Administrasi Publik-FISIP, Universitas Riau Email : melilestari83@gmail.com Abstrak Dengan diberlakukannya undang-undang otonomi memberikan kewenangan penyelenggaraan pemerintah daerah yang lebih luas, nyata, dan bertanggung jawab. Adanya perimbangan tugas fungsi dan peran antar pemerintah pusat dan pemerintah daerah tersebut menyebabkan masing-masing daerah harus memiliki penghasilan yang cukup, daerah harus memiliki sumber pembiayaan yang memadai untuk memikul tanggung jawab penyelenggaraan pemerintah daerah. Otonomi daerah memberi kebebasan dalam menyusun program dan mengajukannya kepada pemerintahan pusat. Hal ini sangat akan berdampak positif dan bisa memajukan daerah tersebut apabila orang/badan yang menyusun memiliki kemampuan yang baik dalam merencanakan suatu program serta memiliki analisis mengenai hal-hal apa saja yang akan terjadi dikemudian hari. Dalam rangka mewujudkan pemerintahan otonomi daerah, integrasi desentralisasi, dekonsentrasi dan tugas penunjang sangat diperlukan. Berfokus pada penetapan fungsi dan peran Gubernur sebagai pemerintah perwakilan, mengatur dan mengkoordinasikan antara pemerintah pusat dan daerah dan juga membimbing dan mengawasi proses tata kelola perusahaan yang baik di dalam Wilayah provinsi dan kabupaten. Kata kunci: Desentralisasi, Otonomi Daerah. Abstract With the enactment of the autonomy law, it gives the authority to administer local government that is wider, real, and responsible. The existence of a balance of duties, functions and roles between the central government and regional governments causes each region to have sufficient income, the regions must have adequate sources of financing to assume the responsibility of administering local government. Regional autonomy gives freedom to formulate programs and submit them to the central government. This will have a very positive impact and can advance the area if the person/agency that composes it has good skills in planning a program and has an analysis of what things will happen in the future. In the context of realizing regional autonomy, the integration of decentralization, deconcentration and supporting tasks is very much needed. Focuses on establishing the function and role of the Governor as a representative government, regulating and coordinating between the central and local governments as well as guiding and supervising the process of good corporate governance within the province and district.
