Chapter 1 THE PROBLEM AND ITS BACKGROUND Introducon Rates of drug abuse has reportedly been skyrockeng among teenagers according to the Philippine Naonal Police’s Women and Children Protecon Center (WCPC), where for only two months span in 2016 almost 20,580 minors has been submied to the law compromising 98% drug users while 65% where first-me offenders that did not hold specificaons of being actual first-me users. As of 2018, the Philippine Drug Enforcement Agency was alarmed to the rampant involvement and exploitaon of minors in illegal drug trade within the country where 13.12 % of the total rescued minor were not just drug mediums, but drug users as well. The exhibited deliquency, however upseng, is allegedly ed to probable conflicts and circumstances a teen have experienced and trapped into where such behavior has been regarded to mental health problems.
