1 FAKTOR-FAKTOR YANG MEMPENGARUHI IMPLEMENTASI KEBIJAKAN TRANSPARANSI PENYELENGGARAAN PEMERINTAHAN DI KOTA GORONTALO Arifin Tahir Fakultas Ekonomi dan Bisnis Universitas Negeri Gorontalo Abstract : The study aims examine the factors that affect the implementationof the transparency policy in run the government in Gorontalo city. The method used study is qualitative descriptive. The results of the study indicate the factors that affect the succes of the implementation process of transparency policy is communication, which has run effectively and is supported by sufficient human recourses and financial recources, and Transparency Commission organizational structure that is not complicated and the responsively of the government , and the positive acceptancefrom the community. However, the behavior of the who dos not understand the transparency olicy is one of the factors that can slow down the transparency policy process. The recommendations of the study are (1) that it needs a commitment of all the elements of transparency policy, the policy agent, policy executor, and policy target to responsible to the related city government role. (2) that city Government Role Number 3 year 2002 that is the legal aegisof of the implementation of transparency policy that still needs policy derivation to operate the related city government rule. (3) Considering the Gorontalo city has become an icon in in Good Government especially in transparency in runing the government in Gorontalo city,it is expected consistency and qonsequence in implementing the transparency policy that is City Gorontalo Rule Number 3 Year 2002 Abstrak : Penelitian ini bertujuan untuk mengetahui dan menganalisis faktor-faktor mempengaruhi implementasi kebijakan transparansi penyelenggaraan pemerintahan di kota Gorontalo. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, Hasil penelitian menemukan bahwa faktor-faktor yang mempengaruhi suksesnya proses implementasi kebijakan transparansi adalah komunikasi, dimana komunikasi telah berjalan efektif dan didukung pula oleh sumberdaya manusia dan sumberdaya finansial yang memadai serta struktur organisasi Komisi Transparansi yang tidak beberlit-belit disamping itu pula responsivitas pemerintah serta tingkat penerimaan masyarakat yang positif. Sedangkan sikap aparatur yang kurang memahami kebijakan transparansi merupakan salah satu faktor yang dapat mempengaruhi terhambatnya proses kebijakan transparansi. Hal-hal yang disarankan dalam penelitian sebagai berikut ; 1) Perlu komitmen pada semua elemen kebijakan transparansi baik pelaku kebijakan, pelaksana kebijakan dan sasaran kebijakan untuk bersama bertanggung jawab terhadap Perda dimaksud, 2) Bahwa Perda Nomor 3 tahun 2002 yang merupakan payung hukum pelaksanaan kebijakan transparansi masih memerlukan derivasi kebijakan untuk mengoperasionalkan perda dimaksud, 3) Mengingat bahwa kota Gorontalo telah
