165 A IMPORTÂNCIA DO FETHAB PARA O SETOR DE TRANSPORTE RODOVIÁRIO DO ESTADO DE MATO GROSSO - (2000-2006) RESUMO ABSTRACT Cláudia Cristina Mattiello Adriano Marcos Rodrigues Figueiredo adriano@ufmt.br Objetivou-se verificar a importância do Fundo Estadual de Transporte e Habitação (FETHAB) para o desen- volvimento do setor de transporte rodoviário do estado de Mato Grosso no período 2000-2006. O montante de recur- sos arrecadados com o FETHAB e destinados ao setor de transportes pelo governo estadual para o período permiti- ram identificar a participação do FETHAB no total de investimentos destinados a esse setor. A base teórica envolve as finanças públicas, as funções básicas do governo no fornecimento de bens públicos, e a base da Parceria Públi- co-Privada em transportes. O FETHAB correspondeu a uma média de 73% do total investido entre 2000 e 2006. Quan- do se analisa apenas os anos de 2003 a 2006, a participação do FETHAB chegou a corresponder a quase 82% de tudo o que foi investido na malha rodoviária do estado neste período. This study assessed the importance of State Fund for Transport and Housing (FETHAB) to develop the roads transportation in the state of Mato Grosso in the period 2000-2006. The amount of funds collected through the FETHAB and intended for the transportation sector by the State for the period allowed to identify the role of FETHAB in total investment in this sector. The theory involves the public finances, the basic functions of government in providing pub- lic goods, and the basis of Public-Private Partnership in transportation. The FETHAB corresponded to an average of 73% of the total investment between 2000 and 2006. When analyzing only the years 2003 to 2006, the share of FETHAB came to nearly 82% of what was invested in the State's highway system in this period. Keywords: investment, funds, infrastructure.
