This study uses a qualitative approach with qualitative descriptive research, while the data collection techniques used are observation, interviews and documentation. Based on the results of the study, the implementation of the family planning village program (KB) policy in Kota Barat District has generally been carried out well, but there are still obstacles such as the limited secretariat and service space, the quality of human resources for extension workers needs to be improved and office infrastructure is still lacking such as computers and Internet. Judging from the factors that determine the implementation of the village family planning (KB) program policy, in general it has not been fulfilled in accordance with the objectives of the KB village program system itself, namely the system in the Kota Barat District, the SOP and service flow are not listed on the information board, so people are still confused when take care of the service files they submit. INTISARI Kata kunci: Implementasi Kebijakan, Kampung Keluarga Berencana (KB) Penelitian ini bertujuan mendeskripsikan implementasi kebijakan program kampung KB mengenai perencanaan, pelaksanaan, monev dan faktor-faktor yang menentukan implementasi kebijakan program kampung keluarga berencana (KB), mentalitas, system, networking. Penelitian ini menggunakan metode pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif, sedangkan teknik pengumpulan data yang digunakan adalah dengan observasi, wawancara dan dokumentasi. Berdasarkan hasil penelitian bahwa implementasi kebijakan program kampung keluarga berencana (KB) di Kecamatan Kota Barat pada umumnya telah dilakukan dengan baik, tetapi masih terdapat kendala seperti terbatasnya sekretariat dan ruang pelayanan, kualitas SDM penyuluh perlu di tingkatkan dan prasarana perkantoran yang masih kurang seperti komputer dan internet. Dilihat dari faktor-faktor yang menentukan implemetasi kebijakan program kampung keluarga berencana (KB) pada umunya belum terpenuhi sesuai dengan tujuan system program kampung KB itu sendiri yakni pada system di Kecamatan Kota Barat SOP dan alur pelayanannya tidak tertera di papan informasi jadi masyarakat masih kebingungan saat mengurus berkas pelayanan yang mereka ajukan.
