Abstract—In this paper, a measurement device based on "Open Source" components of hardware and software will be presented. This device has been used to measure voltages and currents of a low-voltage (LV) networks, on which a virtually unlimited number of sensors can be added, and the device is assembled of components available on electronic components Internet. The used hardware for this project is based on Arduino UNO R3 motherboard and peripheral sensors needed for measurement of the mentioned data. The Arduino motherboard is not only the sole peace of hardware, but it can also act as a Wi-Fi router for the devices and the laptop used for data presentation and server side computations. The server is programmed in Java programming language and is open source. Main goal was to make smart meter by the “Do It Yourself” method spending as much less founds as it is possible, by keeping user friendly interface, data validity, accuracy of measurement and ease of use for final user. Data gathering is achieved in almost 1 ms which is excellent for custom made device. However, the measured values should be calculated to RMS values to be usable for energy analyzes and further processing of information. INTRODUCTION Distribution system operator (DSO) have its rules and standards which must be respected and maintained, so investors in RERs have to be agile and acquire all necessary equipment for DSO to manage and operate renewable energy resources (RERs) efficiently. Automatic meter reading System (AMR) and automatic meter management (AMM) are DSOs tools which gathers data and makes minimal the control of RERs in order to fulfill DSOs rules and requirements. The AMR aims to move away from the traditional method of manual reading of electricity meters in which human meter reader visits every meter location periodically and read the meter value manually. The rising technology advancements in the metering department that has not been seen for many years since the introduction of the electro-mechanical meter in the early 20 th Century is without a doubt, AMR or automatic meter reading. AMR is the technology of automatically collecting data from smart meter which are used for calculating consumption, meter diagnostic, and status data from water meter or energy metering devices (gas, electric) and transferring that data to a central database for billing, troubleshooting, and analyzing. This technology mainly saves the utility providers from the expense of periodic trips to each physical location to read a meter. The quality of the measured parameters of the smart microgrids highly depends on the device manufacturing that measures these values, the size of the sample, the time and period of measurement, the mobility and the robustness of the device, etc. not even mentioning software required for analyzing. Contemporary, devices intended for the measurement of physical quantities that are on the market vary in price, and as well in the quality of the measured values. The rule "The more expensive, the better" is not necessarily always valid because it all depends on the characteristics and capabilities of the device, and the customer’s needs. The programmed meter perusing of brilliant meters is in contemporary principles, when smart grid guidelines are objective to be achieved, the most critical parts of the system in every aspect of dispersion are: power, water supply, media communications, gas and fluid fills. For organizations occupied with such tasks, it is basic to all the more likely measure the crude materials that are dispersed to their purchasers, while the shoppers intend to get the best nature of the ideal item.
