For example, a better under- standing of the nature and causes of drug-related problems may be considered necessary to direct social policy. More specifically, determining how much property crime is attri- butable to heroin users may help to divide resources more effectively between law enforcement and wel- fare agencies. This book aims to explore the life- styles, criminality and economic be- haviour of heroin users in Amsterdam in order to determine how far the 'pragmatic' Dutch approach to drug policy has been a success compared to the strategies adopted by other countries. Specific issues which are focused on are the links between heroin use and acquisitive crime and the effect of methadone maintenance programmes on criminality. The explanatory framework used by
