The dumping margin calculation for these non-market economy exporters is often obscure because an analogue country is always used. In view of the uncertainty in term of the dumping margin they will face, the best way to avoid AD-measures for Central European exporters is to focus on the injury margin by making sure they do not price-undercut the EU producers of a ‘like product’. For Japanese producers, it is the other way round. The best strategy for them is to focus on avoiding the dumping margin. Injury margins in EU AD-cases against Japan are often calculated on the basis of a ‘target price’ that can not be controlled by the Japanese exporters. In contrast, the dumping margin is more easily observed and controlled for. Therefore, Japanese exporters wishing to avoid EU AD- measures are better off by concentrating on the dumping margin and making sure that they do not price-discriminate in their EU export market compared to at home.
