The research sample consists of 180 government officers, including the structural officers and executive staff of the Local Government Work Unit of Bondowoso Regency. Data were analyzed using Structural Equation Modelling (SEM). Results show that budget participation has a positive and significant influence on performance, organizational commitment, organizational culture, and motivation; organizational commitment has a positive and significant influence on performance; organizational culture has a positive and significant influence on performance; motivation has a positive and significant influence on performance; and organizational culture has a positive and significant influence on organizational commitment. Abstrak: Penelitian ini bertujuan untuk menguji pengaruh partisipasi anggaran terhadap kinerja, komitmen organisasi, budaya organisasi, motivasi; pengaruh komitmen dan budaya organisasi terhadap kinerja; pengaruh motivasi terhadap kinerja; pengaruh budaya organisasi terhadap komitmen organisasi; dan pengaruh budaya organisasi terhadap motivasi pada aparatur pemerintah Kabupaten Bondowoso. Sampel dalam penelitian ini berjumlah 180 karyawan yang terdiri dari pejabat struktural dan staf pelaksana pada masing-masing satuan kerja perangkat daerah (SKPD). Data dianalisis menggunakan SEM. Hasil penelitian menunjukkan bahwa partisipasi anggaran berpengaruh positif dan signifikan terhadap kinerja, komitmen organisasi, budaya organisasi, dan motivasi; komitmen organisasi berpengaruh positif dan signifikan terhadap kinerja; budaya organisasi berpengaruh positif dan signifikan terhadap kinerja; motivasi berpengaruh positif dan signifikan terhadap kinerja; dan budaya organisasi berpengaruh positif dan signifikan terhadap komitmen organisasi.
