This study aims to determine the picture of culture, the development of children's ToM, and the influence of culture on the development of ToM of children in Sumatra. ToM development was measured using the ToM scale developed by Wellman and Liu and adapted by Kuntoro, et al. Culture is measured by the individualist and collectivist scales developed by Triandis and Gelfand. The ToM scale was tested on 120 children (53 boys, 67 girls), aged 3-5 years / 36-71 months (M = 58.91, SD = 8.190), while the individualist and collectivist questionnaires were filled out by the parents of each child. The research method is correlation with multiple regression statistical analysis. The results showed that culture in Sumatra is collectivist (M = 31.625), while the order of TOM development for children in Sumatra is the same as that of children in Jakarta, Java, and western countries (Australia & Germany), namely DD> DB> KA> FB> HE . Culture has no significant effect on children's ToM development, with R2 = .010, p> 0.05. However, collectivist culture has a negative effect on the concept of diverse desire (β = -13.636, p <0.05), while individualist culture does not affect the five concepts of ToM.
