Abstract: Setu Babakan (setu or situ means small lake), is a residential area located in Srengseng
Sawah, Jagakarsa District, South Jakarta. Setu Babakan is a village area designated by the
Provincial Government of DKI Jakarta as a place for continuous conservation and development of
Betawi Culture. The Jakarta government is currently trying to preserve Betawi culture, which is
slowly fading amidst the progress of the modern era. One of the preservation efforts is to create a
cultural tourism area in Setu Babakan, South Jakarta. This research is to find out the forms of
negotiations that took place in the Betawi Cultural Village, Setu Babakan, Jakarta related to their
relation to state domination. This research uses ethnographic methodology. Based on my
observations, the four forms of negotiation are in Betawi Setu Babakan Cultural Village.

1. Introduction
Van der Aa and Milone (1966) in Kleden Probonegoro (1996) who examined based on language
stated that the Betawi people were formed from a mixture of several ethnic groups. This mixing
occurred since the days of the Sunda kingdom, namely Pajajaran, and was influenced by Javanese
influence which began during the expansion of the Demak Kingdom. This mixture continued when
the VOC occupied the Sunda Kelapa region in the 16th century. In fact, Milone added, the VOC
had a big hand in the process of forming a Betawi identity.
Karim (2001) states that the Betawi ethnic group is a melting pot which consists of various ethnic
groups who enter and settle in Batavia. They have lost many of the original characteristics of their
ancestors, both through association, trade, and intermarriage which then formed a special ethnic
group namely Betawi. Officially, the Betawi ethnic group introduced themselves through a youth
organization founded in 1923, the Kaoem Betawi Organization.
