ERDEM Keywords: Eastern Anatolia, Early Iron Age, Urartu, aşiret (tribe) Anahtar Sözcükler: Doğu Anadolu, İlk Demir Çağı, Urartu, aşiret ABSTRACT An overall assessment of both the archaeological evidence and as well the written documents indicate trib- al organizations, not unlike present-day "aşiref's had already emerged in Eastern Anatolia by the begin- ning of the Iron Ages. This paper discusses the existence of semi-nomadic aşiretsI tribes in the Early Iron Age and their continuation into the Urartian period. In visualizing the active role played by the aşirets/tribes during the Urartian state system, comparisons with the status of aşirets/tribes within the Ottoman Empire sets an excellent analogy, as the tribes of eastern Anatolia, as the tribes constituted a major component of the Ottoman state system. The present day aşirets in Eastern Turkey were also considered in reviewing the modalities of aşiret and state relations during the Iron Ages. ÖZET Arkeolojik veriler ve yazdı kaynaklar, günümüzde Doğu Anadolu'da görülen "aşiret" olgusunun Demir Çağı'nın başlangıcında ortaya çıkmış olabileceğini göstermektedir. Bu makale İlk Demir Çağı'ndakiyarı- göçebe aşiretlerin varlığını ve bunların Urartu Devleti içindeki devamını tartışmaktadır. Aşiretlerin Urar- tu Devleti içindeki etkin rolü, Osmanlı'da devlet yapısının önemli birparçası olan aşiretler örnek alınarak açıklanmaya çalışılmıştır. Ayrıca Demir Çağı'ndaki devlet ve aşiret arasındaki ilişki modelinin anlaşıla- bilmesi için günümüzde Doğu Anadolu 'da varlık gösteren aşiretler de göz önüne alınmıştır.
