In that connection the European Council highlighted the key role of services in the economy and their potential for growth and employment. Services are the main motor of growth in the EU, accounting for 54% of GDP (Eurostat, 2002) and for 67% of those in employment. However, interest on economic informa- tion services goes back to 1980, at a time when regional development in Europe and North America was concerned with de-industrializa- tion.
