Abstract: - Due to globalization and impact of ICT the learning procedure is to be changed. It‟s necessary to adapt the development of IT and ICT in educational system. Web based learning or virtual learning is to be captured in the whole learning procedure globally. Now E-learning is more effective than traditional learning. In this piece of writing I am trying to draw a proposed model of LIS education for E-Learning environment. Key Words:- E-Learning, LIS Education, Information Communication Technology (ITC), Web 2.0, SCROM, Ethical issues, Copy protection etc. 1. PROLOGUE E-learning referred to the use of Information communication technology in learning and teaching procedure. Effective learning should not be possible or bounded by classrooms. With the help of ICT, e-learning is more flexible than traditional learning. Online learning, Virtual learning, Networked based & Web based learning and distance learning all terms are exists under the umbrella of e- learning. E-learning is an integrated learning system (ILS). A complete software, hardware and network system is used for instruction. In addition it provides organized curriculum and lessons. In this system includes various tools such as assessments, record keeping, report writing and user information files that help to identify learning needs, monitor progress and maintain students records (Kaplan-Leiserson). Library and Information science is an interdisciplinary mode of subject. Due to current research trend in this field it is not possible to cover the whole syllabus of a particular course efficiently and effectively during a limited time period. Depth learning of a micro subject is possible only through the web learning procedure. E-learning is one of the ways of continuing education. After completing a degree (like, BLISc. or MLISc.) a library & information professionals are ensuring his/her carrier in a job. In this practical field they face lots of problem regarding lake of specialization in Library Management Software (LMS), Content Management Software (CMS) and Library automation etc. In that case e-learning is fruitful solution to solve this situation. 1.1. Definition: concept of E-Learning E-Learning can be defined as 'learning facilitated and supported through the use of information and communications technology'. It can cover a spectrum of activities from the use of technology to support learning as part of a „blended‟ approach (a combination of traditional and e-learning approaches), to learning that is delivered entirely online. Whatever the technology, however, learning is the vital element.” Kaplan-Leiserson, E. in his E-learning glossary defined as “… set of applications and processes, such as Web-based learning, computer-based learning, virtual classrooms, and digital collaboration. It includes the delivery of content via Internet, intranet/extranet (LAN/WAN), audio- and videotape, satellite broadcast, interactive TV, and CD-ROM. Some times E-Learning called Distance learning. It is defined by Business term glossary as “… formalized teaching and learning system specifically designed to be carried out remotely by using electronic communication. Because distance learning is less expensive to support and is not constrained by geographic considerations, it offers opportunities in situations where traditional education has difficulty operating.
